Commander Herman, a native of Oakland, California, graduated from California Maritime Academy in 1985 with a Bachelor of Science degree in Nautical Industrial Technology.

Following commissioning and nuclear power training, he reported aboard USS PROVIDENCE (SSN 719) in January 1987. While on board he completed one Mediterranean deployment and one North Atlantic deployment prior to detaching in January 1990.

From 1990 to 1992, he served as the Fire Control and Communications Tactical Development Officer on the staff of Commander Submarine Development Squadron TWELVE. While serving in this assignment, he received a Master of Science in Ocean Engineering from the University of Connecticut.

Commander Herman’s next assignment was as Engineer Officer aboard USS TOPEKA (SSN 754) from July 1992 to November 1995. While aboard TOPEKA he completed two Western Pacific deployments to the Arabian Gulf and one Northern Pacific deployment. Following his Engineer Officer tour he served as a member of the Atlantic Fleet Nuclear Propulsion Examining Board from December 1995 to December 1997.

Commander Herman next reported to USS SEAWOLF (SSN 21) in Groton, Connecticut where he served as Executive Officer, from March 1999 to November 2000. Additionally, he served as Executive Officer, USS CONNECTICUT (SSN 22) during the ship’s post construction at sea period from June to August 2000. Following these tours, Commander Herman served as the Navy’s House of Representatives Deputy Director for Liaison Affairs on the Naval Office of Legislative Affairs Staff.

Commander Herman relieved as Commanding Officer of the USS NORFOLK (SSN 714) on 23 August 2002 in Norfolk, Virginia. The USS NORFOLK is currently completing a twenty-month Engineered Refueling Overhaul at Portsmouth Naval Shipyard, Portsmouth, New Hampshire.

Commander Herman’s awards include the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (four awards) and various other unit commendation and service awards.

Commander Herman is married to the former Lora Johnson of Sturgis, South Dakota. They live in Portsmouth, New Hampshire with their sons William and Stephen.
